Obama's Freedom to Shut Down the Internet


A bill in Congress allows the President of the United States to shut down the internet in a cybersecurity crisis. President Barack Obama could turn off the internet information commons. What might it look like when he turns it back on? Will it remove any offensive information? Will citizens have to pay for content? Will it be taxed?

Here's an odd sentence in the bill:

SEC. 18. CYBERSECURITY RESPONSIBILITIES AND AUTHORITY.

The President--

(11) shall notify the Congress within 48 hours after providing a cyber-related certification of legality to a United States person.


What is a "cyber-related certification of legality to a U.S. person"? It's not included in the definitions section.
